Youth Minister Arrested For Lewdness

Earlier this month, a local youth minister was arrested for lewd and lascivious conduct committed on a child less than 16 years of age.
According to the Starke Police Department, 50-year-old Jeffrey Lamar Carter of Lake Butler was the subject of a complaint by a 15-year-old female victim.
An investigation reportedly determined that in January of this year, Carter established a counseling relationship with the victim, a juvenile. Carter communicated with the victim both in person and via the Internet on the social Web site known as Facebook. Communication between the two continued through June.
The suspect alleges that Carter-who was listed on Madison Street Baptist Church’s Web site as a recreation minister-allowed her to look at pornographic pictures stored on his mobile phone. He also allegedly asked the victim to take naked photographs of her body.
According to Starke Police Department’s investigation, Carter is alleged to have told the victim he wanted to have sexual intercourse with her and described sexual dreams he had involving her.
Investigator Kevin Mueller carried out the investigation.
A warrant was sought and Carter was arrested Nov. 8. He was released after posting a $20,000 bond.
